1. Specificity: YES requires the SIMD-0525 first-stage feature gate to be activated AND effective on mainnet-beta, lowering the protocol target slot time from 400ms to 350ms, confirmed by an Anza/Solana Foundation announcement or on-chain feature-gate activation.
