This event resolves YES if any formal on-chain governance action (no-confidence motion, censure, or functionally equivalent action under CIP-1694/Voltaire) explicitly targeting IOHK's, IOG's, or Charles Hoskinson's governance role is submitted on Cardano mainnet on or before July 18, 2026 UTC.
This event resolves NO if no such governance action is submitted by the deadline.
1. Specificity: Must be submitted on-chain — social posts, petitions, or off-chain proposals do NOT count.
2. Exclusion: Standard hard fork or treasury votes not targeting IOHK/Hoskinson do NOT count.
3. Source Hierarchy: gov.tools (official Cardano governance explorer) is primary. cardanoscan.io is secondary.
4. Timing: Must be submitted on-chain before July 18, 2026 UTC. Post-deadline resolves NO.
